خسارت وارد بر حوزه‌های آبخیز و منابع طبیعی در جنگ رمضان و ارائۀ الگوی بازسازی سبز، مبتنی بر ارزش‌گذاری بدهی بوم‌شناختی

چکیده
جنگ رمضان پیامدهای عمیق و پایداری بر محیط‌زیست و منابع طبیعی ایران بر جای گذاشت که بخش قابل‌توجهی از آن در قالب اقتصاد سایه و بدهی بوم‌شناختی پنهان از آمارهای رسمی خسارت باقی ماند. این پژوهش با هدف تحلیل بدهی‌های بوم‌شناختی جنگ رمضان و ارائه الگوی بازسازی سبز در حوزه‌های آبخیز کشور انجام شده است. پژوهش حاضر از نوع کیفی با رویکرد تحلیل محتوای اسنادی و جامعه آماری آن را تمامی گزارش‌های منتشرشده تا اردیبهشت ۱۴۰۵ تشکیل داده است. گزارش‌های مرتبط به روش هدفمند انتخاب و مورد تحلیل قرار گرفته است. یافته‌ها نشان‌داده است که جنگ رمضان افزون بر خسارت فیزیکی مستقیم، چهار مؤلفه بدهی بوم‌شناختی پنهان، شامل تخریب بازگشت‌ناپذیر خاک، هزینه‌های سلامت آتی ناشی از انتشار ترکیبات سمی، هدررفت خدمات بوم‌سازگان و بدهی اجتماعی مترتب بر گروداران را ایجاد کرده است. نتیجه‌گیری نهایی حاکی از آن بود که بازسازی صرفاً فیزیکی بدون احیای بوم‌شناختی کافی نیست و تشکیل کارگروه ملی جبران بدهی بوم‌شناختی، راه‌اندازی سامانه پایش پیوسته و اجرای بازسازی سبز در حوزه‌های آبخیز اولویت‌دار به‌عنوان ضرورت‌های فوری سیاستی پیشنهاد می‌شود.

Damages to Watersheds and Natural Resources during the Ramadan War: A Green Reconstruction Framework based on Valuation of Hidden Ecological Debt

Abstract
Introduction
The military conflicts of early 2025 resulted in widespread infrastructural damage across Iran. Beyond immediate physical destruction, this conflict inflicted severe ecological degradation on forests, rangelands, wetlands, and watersheds. While official post-conflict assessments have predominantly focused on reconstructible physical assets, substantial ecological losses remain largely unquantified forming a critical shadow economy of war and incurring long-term, intergenerational ecological debt.
Problem Statement
This study addresses the systemic discrepancy between officially reported physical damages and the unacknowledged ecological debts induced by geopolitical conflict. These debts encompass irreversible soil degradation, projected public health liabilities linked to toxic emissions, the loss of critical ecosystem services, and accumulated climate debt. Currently, standardized valuation frameworks and green reconstruction models for war-affected national watersheds remain critically lacking.
Analysis and Key Findings
Employing a qualitative research design, this study conducted a thematic analysis of official national reports and governmental datasets published through late April 2025. The analysis reveals that beyond direct physical damages, including the incineration of 8,500 hectares of Zagros forests, structural damage to 300 water facilities, degradation across 13 protected areas, and damage to over 91,000 residential units the conflict generated four major categories of latent ecological debt:
I. Irreversible Soil Degradation: Severe depletion of topsoil fertility and structural integrity.
II. Public Health Liabilities: Projected healthcare costs driven by the atmospheric release of 4,200 tons of aromatic compounds and 1.05 million metric tons of CO2​ equivalent (CO2e) emissions.
III. Ecosystem Service Depletion: The degradation and loss of vital regulating and provisioning ecosystem services.
IV. Climate Debt: Unregulated carbon emissions intensifying localized climate vulnerability.
Structurally, the absence of standardized preventive protocols and rapid environmental emergency response systems was identified as the primary catalyst for these compounding ecological losses.
Policy Recommendations
To mitigate these compounding risks, this study proposes a phased, time-bound policy framework:
I.Institutionalizing Compensation: Establishing a National Working Group for Ecological Debt Compensation within a short-term horizon (two months).
II.Environmental Monitoring: Operationalizing an Ecological Debt Monitoring System across seven prioritized provinces (three months).
III.Green Financing: Capitalizing a Green Reconstruction Fund with an initial allocation of 15,000 billion Tomans (six months) to finance dedicated environmental remediation.
IV.Strategic Integration: Instituting an Environmental Passive Defense Organization (within two years) to integrate long-term environmental resilience into national planning.
Crucially, the analytical model estimates that each day of delay in ecological rehabilitation increases terminal restoration costs by 1.5-2%, and that physical reconstruction conducted without concurrent ecological restoration resolves only half of the conflict’s aggregate socio-ecological debt.
